Need help paying for child care in Georgia? The Childcare and Parent Services (CAPS) program helps eligible families with child care costs so parents or guardians can work, attend school, or participate in training.

CAPS is administered by the Georgia Department of Early Care and Learning (DECAL). Applications are submitted through Georgia Gateway, the state's online benefits portal.

Quick Answer

Eligibility depends on your family's income and circumstances, your qualifying activity, and requirements for the child receiving care. Meeting an income guideline alone does not necessarily guarantee eligibility.

Who Qualifies for Georgia CAPS?

Georgia evaluates requirements for both the parent or guardian and the child.

For the parent or guardian, you generally must:

  • live in Georgia
  • meet an approved activity requirement, such as employment or education
  • meet the applicable CAPS income requirements

Georgia currently states that a family's gross applicable income cannot exceed 50% of the State Median Income for initial eligibility.

CAPS policies may also require a family to qualify under an applicable priority group.

For the child, Georgia states that the child generally must:

  • be 12 or younger
  • OR 17 or younger when the child has a qualifying disability or a case plan requiring child care as part of court-ordered supervision
  • be a U.S. citizen or authorized immigrant
  • be up to date on required immunizations

CAPS Priority Groups

Income is not the only factor.

Georgia's CAPS policy also contains priority-group rules, and families may need to satisfy priority-group eligibility in addition to other eligibility and income requirements.

ChildCareGrant Tip

Check the complete eligibility rules that apply to your circumstances before making financial or child care decisions based on an estimated income threshold.

What Documents Do You Need?

Before applying, gather your documentation.

  • proof of Georgia residency
  • proof of identity
  • proof of your child's age, such as a birth certificate
  • proof of the child's citizenship or lawful immigration status
  • proof of required immunizations

Depending on circumstances, CAPS may require additional information to verify other eligibility factors. Having documents ready before applying can reduce avoidable delays.

How to Apply for CAPS in Georgia

  1. Step 1: Go to Georgia Gateway

CAPS applications are handled through Georgia Gateway. Georgia Gateway lets users:

    • apply for benefits
    • upload documents
    • view notices and correspondence
    • check application status
  2. Step 2: Sign In or Create an Account

Create a Georgia Gateway account if needed. Once signed in, select childcare from the available assistance programs and follow the CAPS application process.

  3. Step 3: Submit the Required Documentation

Upload requested supporting documents through Georgia Gateway. Submit required documentation and respond promptly to CAPS correspondence.

  4. Step 4: Speak With CAPS

After applying, a CAPS staff member will contact the applicant to review the application and determine eligibility. Make sure your phone number and contact information are accurate and up to date.

  5. Step 5: Watch Notices and Application Status

Georgia Gateway can be used to:

    • check application status
    • view notices
    • upload additional documents
    • manage benefits
    • report changes

Do not submit the application and forget about it. Watch the account and respond to requests for information.

How Long Does a Georgia CAPS Application Take?

Georgia says applications are processed in the order received and that applicants will receive notification within 30 calendar days from the application date if approved.

Missing documents or delayed responses can affect the process.

What Happens If You're Approved?

  • Once approved, Georgia says a family is assigned a Family Support Consultant.
  • The consultant can help the family, connect them with resources, and assist when circumstances change.
  • The child can be enrolled in an eligible child care program.
  • The family may still pay part of the child care costs through a family assessed fee.
  • CAPS eligibility must be redetermined annually.

What If Your CAPS Application Is Denied?

If your application is denied, read the notice carefully. Determine whether the issue concerns:

  • eligibility
  • income
  • missing information
  • documentation
  • another CAPS requirement

The CAPS policy manual includes grievance and administrative-hearing procedures.

ChildCareGrant will cover CAPS denial and appeal procedures in a dedicated guide.
